Importing the Toyota Frontlander from China to the UAE: FOB, CIF and Jebel Ali shipping guide
How Frontlanders move from a Chinese port to Jebel Ali, what FOB and CIF really cover, and which duties to budget for.
By EVtoU Export Team

Most Frontlanders bound for the UAE arrive at Jebel Ali Port in Dubai, either for local sale or for re-export to Africa and Central Asia. Here is the process, step by step.
Step 1: Choose FOB or CIF
Under FOB (Free On Board), we deliver the vehicle cleared for export and loaded on the vessel at the Chinese port; you arrange freight and insurance. Under CIF (Cost, Insurance and Freight), we also pay ocean freight and minimum insurance to Jebel Ali. In both cases, risk passes to the buyer once the vehicle is on board in China.
“Incoterms® rules define the responsibilities of sellers and buyers for the delivery of goods under sales contracts.”
If you already have a freight forwarder with good rates into Jebel Ali, FOB gives you control. If you want one price to your port, ask for CIF.
Step 2: Ro-Ro or container?
Jebel Ali handles both. Containers suit small or mixed orders and protect the vehicle; Ro-Ro suits larger batches. Our Ro-Ro vs container guide compares them.
Step 3: Which documents do you need?
- Commercial invoice and packing list
- Bill of lading
- Certificate of origin
- Export declaration and vehicle documents from China
Your clearing agent in Dubai uses these to file the import declaration with Dubai Customs.
Step 4: What duties and taxes apply in the UAE?
The UAE applies the GCC common customs tariff — generally 5% of the CIF value for passenger cars — plus 5% VAT. Vehicles held in a free zone for re-export are treated differently. Always confirm with Dubai Customs or your clearing agent.
Step 5: Registration or re-export
For local registration, the vehicle must meet UAE conformity requirements overseen by MoIAT; China-market vehicles may need an assessment. For re-export, your agent manages free-zone exit documents to the next country.
Which Frontlander should UAE buyers order?
Local retail buyers mostly want the new 2026 model. Re-exporters serving African customers often add used 2024 units. See the UAE market page for more.
